Meanwhile offices just spring up like weeds and have no problems what so ever. What happens then is a sort of rolling labor issue where it keeps trying to spread out as new buildings replace the abandoned ones.
If you have too much space for industry, the already small workforce gets too spread out, causing plots to go abandoned. From what I can tell, all the industry types seem to suffer from this. This means that you almost need to have your farming section almost completely isolated from your main city, meanwhile you also need to only build a little bit at a time. If there are other places to work nearby, people seem to prioritize them higher.
From my own experiences it looked like education is a factor as well as the number of people living nearby who need work.
